Why this ruling
Chupa Chups are lollipops made by Perfetti Van Melle. The lollipops contain no gelatine, and the fruit flavours have nothing from an animal. We found no Halal certificate for the brand, so the answer depends on the flavour.
Fruit and sour flavours
A fruit Chupa Chups is sugar, glucose syrup, about 3% fruit puree, food acids, flavourings and a colour, either caramel (E150d) or concentrates of beetroot, safflower, lemon and spirulina.[1][2] The sour range is the same with more acid.[3] None of these is animal-derived. See E150 for caramel colour.
Cream flavours
The strawberry-cream and other cream flavours add whey powder.[1] Whey is drained from cheese, which is set with rennet. On the Hanafi view of Imam Abu Hanifah, rennet from a permissible animal is lawful even if the animal was not slaughtered Islamically; his two students held otherwise, and abstaining is the more cautious choice.[4] See whey powder.
Other Chupa Chups products
The brand also appears on gummies, ice lollies and drinks made under licence. Those are different recipes, so read their own labels.

Why would a Chupa Chups flavour not be Halal?
Scholarly view
Hard lollipops are boiled sugar, so the Halal question sits in the extras. Fruit Chupa Chups have none from animals. The cream flavours add whey powder; the Hanafi view of Imam Abu Hanifah treats rennet from a permissible animal as lawful even without Islamic slaughter, while his two students and stricter scholars do not. Flavourings are accepted unless a source shows they come from wine or another intoxicant.
