Asking “is Magnum Halal?” is asking which market and which SKU, not whether dairy ice cream is permissible in principle.

What classic Magnum usually is

On official Classic / Milk Chocolate product pages, the pattern is vanilla dairy ice cream inside a milk-chocolate coating, with emulsifiers and stabilisers:
